Hold on the [option] key while pressing down the [E] key. Release both and press down the vowel where you want to accent to go.

For the ñ, hold down the [option] key and then press down the [n] key.
For the ¿, hold down the [option] key, then the [shift] key and then the [?] key.
For the [¡], hold down the [option] key and press the [!] key.
